Mr. Kaderka has nearly 30 years of structural and transportation engineering expertise, which includes work for the Texas Department of Transportation, Harris County Flood Control, Houston METRO, Harris County Tollroad Authority, the Grand Parkway Association, various city and county agencies and private developers. He has worked as lead project engineer and project manager for projects that include highway design, minor and major bridge design, roadway design, utility relocation, traffic signals and control, port container yard design, and residential development. Specialized structural engineering design includes multi-story post-tensioned parking garages, multi-story steel framed buildings, single-story masonry buildings, bridges, retaining walls, and flood control structures.
Sam Talje, PE

Mr. Talje has more than 33 years of extensive experience in dynamic hydrologic and hydraulic modeling, civil infrastructure design, and capital improvement planning for urban watersheds and transportation improvements. Mr. Talje is a mega project manager who has previously served as Director of the Water Resources Department for the Texas Department of Transportation (TXDOT). He has led, multi-faceted infrastructure projects that combine master planning, design of transportation, hydraulic analysis and drainage design, financial, environmental, major corridor planning and public involvement specialties. Prior project experience includes: Grand Parkway Segments H and I-1 Feasibility Study, Environmental Impact Statement and Schematic Design, IH10 Corridor Planning Feasibility Study and City of Houston Storm Water Management Program / Storm Drainage Program Support (SWMP/SDPS).
Steve Gonzales, PE, CFM
Vice President, Business Line Manager
Mr. Gonzales has 28 years of engineering, project management, and business development experience in the Civil Engineering field. He leads our Business Development operation in the South Region of the State of Texas and our San Antonio office. He has experience in hydraulic and hydrologic analysis and design, bridge scour analysis, storm water master planning, channel improvements, disaster recovery, and FEMA floodplain mapping. Mr. Gonzales has led multi-disciplined infrastructure teams both in the office and in the field with some past project experience including Disaster Recovery efforts in Southeast Texas after Hurricane Ike, FEMA Floodplain Mapping in the San Antonio River Basin, and numerous US Army Corps of Engineers General Engineering Studies.
Mr. Mosaffa leads our construction services division, inclusive of construction managers, inspectors, and supervisors. He has nearly 30 years experience on the majority of Houston’s major thoroughfares. His vast experience includes oversight on IH 610, US 290, IH 10, and SH 249. Prior to joining CivilTech, Amir worked as a construction project supervisor for TxDOT. In this capacity, he was responsible for construction of many significant TxDOT projects. Most recently, Mr. Mosaffa served as a project supervisor for the $900 million dollar construction of the US 290 Corridor. Amir’s work on the US 290 Corridor construction saved TxDOT and taxpayers an estimated combination of $66 million and allowed the job to complete an estimated one year earlier than anticipated.
Paul Baxter, PE
Mr. Baxter has 15 years experience in general civil engineering design including transportation design, municipal design, structural design, hydrology, and hydraulics. His responsibilities include designing and preparing PS&E for highways, bridges, and roadways for clients such as Harris County, the City of Dallas, the City of Frisco, NET-RMA, and TxDOT. Other responsibilities include internal and external project coordination, project scheduling and management, construction estimating and bid preparation, quality control and quality assurance, staff management and development, and business development.
Mike McGovern, PE, CFM
Mr. McGovern has more than 18 years of engineering and project management experience. He has experience in hydraulic and hydrologic analyses and design, bridge scour analysis, storm water master planning, storm water facilities design, roadway drainage design, and storm water impact analysis. His design experience includes drainage systems for large roadway projects, master planned communities, neighborhood storm drainage systems, local and regional storm water detention facilities, new channels, and channel improvements.He is accomplished with numerous hydrologic and hydraulic computer applications, including, WinStorm, XPSWMM 1D & 2D, EPASWMM, MIKE 11, MIKE 21, HEC-RAS, HEC-HMS, HouStorm, and HY-8. Mr. McGovern is capable in the use of ArcGIS and its extensions ArcHydro and HEC-GeoRAS used to develop hydrologic parameters for modeling.
Prior project experience includes North Houston Highway Improvement Project Segment 3B Drainage Study, Halls Ahead Watershed Study and Loop 1604 From SH 16 to I-35 Schematic (Drainage) Project.
Larry Goldberg, PE
Mr. Goldberg has 30 years of project management and civil engineering experience for public infrastructure projects, commercial developments, wastewater systems, drainage systems, roadways, traffic control sequencing, traffic impact analysis, traffic warrant studies, and water distribution systems. Clients include governmental agencies that include city, county and state entities throughout Texas as well as private clients that include major land developers for residential and commercial developments as well as municipal utility districts.
Erin G. Ward, CPA
Ms. Ward has 25 years of experience providing accounting function services for companies ranging in function from civil engineering to oil and gas, software development, and restaurant management. She is adept at preparing financial statements, account reconciliations and variance explanations, budgeting and employee benefit management.
