CivilTech CEO and President Melvin G. Spinks, P.E. said both Sam Talje and Michael McGovern are well-known and highly respected in the water and transportation business practices in Texas. We look forward to Sam Talje leading CivilTech business and marketing strategies to expand our multiple business lines and 100- person workforce in Texas. Also, we look forward to Mike McGovern leading our Water Resources Business Practice and its continued growth in flood risk and drainage projects across Texas.
Sam has more than 33 years of engineering and project management experience in the water and transportation practices both nationally and internationally. Sam spent more than 23 years with the Texas Department of Transportation (TxDOT) serving as the Houston District Hydraulic Engineer where he directed TxDOT planning, design, engineering, construction and survey staff. Most recently, Sam held a senior management position directing the Water Business Practice for a Top 25 ENR National and International Design Firm Sam brings extensive program management, project management and technical management experience in drainage studies and design, flood risk planning, hydrologic and hydraulic modeling, and stormwater management. His most recent program management experience includes managing multiple hydrologic and hydraulic work authorization contracts for TxDOT Statewide Division, TxDOT Houston District, TxDOT Dallas District and TxDOT El Paso District. Sam has joined CivilTech Board of Directors and serves as the Chief Business Development Officer for our business line practices including transportation, water, infrastructure, land development and construction services. Mike has more than 18 years of engineering and project management experience in the water and transportation practices. Mike is a technical expert in hydrology and hydraulics (1D/2D modeling), drainage studies and design, flood risk planning, master drainage planning, bridge scour analysis, and stormwater management. Most recently, Mike held a senior management position leading the Hydrology and Hydraulic Group for a Top 25 ENR National and International Design Firm. Most recently, Mike has served as the lead drainage manager for the TxDOT Houston District North Houston Highway Improvement Project (NHHIP) – Segment 2 and Segment 3B, TxDOT San Antonio Loop 1604 Schematic, TxDOT Odessa District Bridge Scour Program, TXDOT El Paso District FM 170 Drainage Study and TxDOT Houston District Grand Parkway Segment E, F-1, F-2 and G. As Director of Water Resources Division, Mike will lead our Water Resources Business Practice responsible for statewide water projects with a group of over 20 water resources experts.
