HAZUS-MH also assists local governments in facilitating short-term recovery through emergency preparedness in response to natural hazards. In HAZUS-MH, current scientific and engineering knowledge is coupled with the latest GIS technology to produce estimates of hazard-related damage before, or after, a disaster occurs. CivilTech proudly offers emergency management services utilizing HAZUS-MH in pre-disaster planning, hurricane risk assessments and mitigation planning, loss estimation, disaster response and pre- and post-disaster inventories.


CivilTech recognizes the importance of providing professional capabilities in economics to support federally sponsored water resources projects in the United States. Our economic capabilities were established to serve the specialized technical programs needed by the United States Army Core of Engineers (USACE) and Federal Emergency Management Agency (FEMA). Our firm’s excellent reputation in economic studies has grown nationally with our commitment to advance the research and development of economic methodologies and procedures for flood damage studies, hurricane risk assessments, benefit-cost studies, and risk & uncertainty analysis.


Mr. Spinks has served as a technical expert on litigation cases for water resources engineering issues. He has testified in civil and federal courts as a technical expert including most recently on Hurricane Katrina Flooding in the Lower Ninth Ward in New Orleans, Louisiana. His work has primarily involved technical expertise in hydrologic and hydraulic modeling for complex drainage and flood protection systems well regarded as a water resources expert throughout the industry on a local, state and national level.
